fix(test): update make test-cli path and configure pytest cache_dir for container compatibility

- Point make test-cli to isolated cli/tests/test_cli_tui.py
- Add cache_dir = /tmp/.pytest_cache in pytest.ini to avoid permission denied warnings under non-root container users
